Cancelation of moratorium delayed pending DEQ review of Alpine system

Cancelation of a moratorium on new sewer system connections in Alpine was delayed at the Sept. 4 town council meeting until the Department of Environmental Quality could be consulted.
Lengthy discussion at the Tuesday night council meeting included a suggestion to withdraw the moratorium in phases.
Councilmember Donn Wooden suggested a program that included allowing light duty use of the system by offices or small stores, followed by individual residential use, then larger businesses reviewed on a case-by-case basis.
Councilmember Don Jorgensen indicated he would also like to see the town move foreword.
However, the town attorney advised that equal use of the system should be allowed and he suggested that the definitions of use should be submitted to the DEQ for review.
Councilmember Shirley Brown reminded everyone of potential fines that could be imposed if affluent limits were surpassed in the system.
In conclusion, Mayor Victoria Decora said she would like to see the DEQ go through the treatment plant and review the system again before the moratorium is lifted.
The mayor said she would arrange for a DEQ representative to be in attendance at the next council meeting.
In other news related to the Alpine council:
• The council agreed to proceed with a proposal to study the use of impact fees for future town annexations. The project will be coordinated through the Alpine Planning and Zoning Board.
• The town will delay issuing soil removal permits for the Palisades Reservoir area until the matter is reviewed further with the Bureau of Reclamation. The town attorney advised that permitting process needed further study.
• Preliminary approval was granted to the SALL Enterprises re-plat, (planning document).
