Plans to pay for new county detention center underway

Lincoln County is moving forward with plans for a new detention center. This month the county commissioners signed a resolution “authorizing the expenditure of funds prior to the formation of a joint powers board and the issuance of revenue bonds to finance a detention center project.”
Resolution 2009-43 also announces the county’s intent to “have the expenditures reimbursed by the board with proceeds from the future sale of the bonds.”
“Lincoln County is in need of a suitable jail facility, which will include but not be limited to detention housing, office and support facilities,” the resolution states. “In order to facilitate the detention center project, Lincoln County desires to create a joint powers board which will provide methods of financing for the detention center project. In order to finance the detention center project, the joint powers board will issue revenue bonds.”
The resolution outlines that the county “may need to expend monies on the detention center project from its general fund prior to issuance of the bonds.”
“To comply with the provisions of the Internal Revenue Code and the Treasury Regulations, Lincoln County desires this resolution to constitute its official intent for reimbursement of such expenditures with proceeds from the bonds,” the resolution states.
According Resolution 2009-43, the reimbursement allocation “to be made with respect to original expenditures will occur not later than 18 months after the date on which the expenditure is paid; or the date the detention center project is placed in service or abandoned.”
